FMC Issues Final Regulations Refining OSRA 22 Demurrage and Detention Invoicing Requirements
The Federal Maritime Commission has published its final regulations to implement and supplement the demurrage and detention invoicing requirements for international ocean shipping under the Ocean Shipping Reform Act of 2022. The new regulations will implement significant changes to the billing practices of ocean carriers, non-vessel-operating common carriers (NVOCCs) and, in some cases, marine terminal operators (MTOs) for detention and demurrage charges on all shipments involving international shipping. With the exception of new regulations involving the mandatory information content of detention and demurrage invoices, the FMC’s new regulations will take effect on May 28, 2024.
